ERRCS and BDA requirements in Fort Lauderdale, Florida
Fort Lauderdale Fire Rescue tests buildings for public safety radio coverage and requires a BDA where coverage falls short. The city lists the same exemptions as state law. It has cited dozens of high-rises since the January 1, 2025 deadline.

Guidance, not engineering advice. Rules on this page come from the documents listed under Sources. Confirm with Fort Lauderdale Fire Rescue, Fire Prevention Bureau before you design, permit or test a system.

The city page sums up the law as covering buildings over 12,000 square feet. The statute itself uses 12,000 square feet only for an exemption (under 12,000 and no underground areas) and for the re-assessment interval. See the Florida page.

The current city page does not list a dBm or DAQ level. The city's 2020 specification (marked as under revision) designed for -95 dBm, at least 18 dB above the noise floor, DAQ 3.4 everywhere and DAQ 4 in critical areas. Confirm current levels at [email protected].

How coverage is tested
One floor, 20 squares, a radio check in each
- 20 test areas per floorEach floor is divided into a grid of 20 roughly equal areas.IFC 2021 510.5.4
- One test spot per areaA spot near the center stands for the whole area. No extra spots after it is chosen.
- One failed area is allowedMore than one failed area fails the floor. With exactly two, the floor may be re-divided into 40 areas, and up to two non-adjacent failures are allowed.IFC 2021 510.5.4
- Critical areas count moreTypical model-code targets: 95 percent of all areas and 99 percent of critical areas such as stairs and elevator lobbies. Your fire marshal sets the numbers that apply to you.IFC 2021 510.4.1
Illustration: 19 of 20 areas pass, so this floor passes. Some fire departments use other numbers; Miami-Dade, for example, stops an acceptance test below 90 percent of general areas.
Testing
| Test | What the source says | Source |
|---|---|---|
| Acceptance test | Under the 2020 specification, the installing contractor runs the acceptance test after sending as-built heat maps, diagrams and calibration certificates; a fire department representative may witness, and the city issues a Technical Compliance Certificate for each amplifier. The system may not be switched on before the city and Broward County radio shop inspect it. | 2020 specification, Acceptance Testing Procedure |
| Annual test | Fire inspectors run sample signal tests in critical areas during the building's annual fire inspection. A separate owner test schedule is not published on the city page; Broward County's annual test rule is on the Broward County page. | Fire Prevention Bureau page |
| Five-year test | Not published in the local documents we found; confirm with the fire marshal. | None found |
| Coverage assessment interval | Set by state law: the fire marshal may require an interior coverage assessment no more than once every 3 years for an existing high-rise or an existing building over 12,000 total gross square feet, and once every 5 years for other existing buildings, with exceptions for major alterations, reported radio failures and imminent threats. | F.S. 633.202(18)(c)2 |

Permit and inspection process
- Email [email protected] to schedule a DAQ test, or have a licensed contractor run a full ERCES grid survey. Fire Prevention Bureau page
- If the building fails: review the results, hire a licensed contractor, submit plans for approval, install and test the BDA, then schedule a re-inspection. Fire Prevention Bureau page
- Give the city the owner contact details for FCC signal booster registration, which the city completes. 2020 specification, FCC requirements
Broward County's Section 118 steps (license holder approval before plan review, no certificate of occupancy until approval) also apply.
